International Humanitarian Law in Times of Decline of the Rule of Law

The Minerva Center for Human Rights at the Hebrew University of Jerusalem is holding an international conference on the future of International Humanitarian Law (IHL) in an era in which some of the basic building blocks of the rule of law, at both the national and international level, appear to be weakening and becoming more unstable.
The conference, the 20th in the Minerva Center’s series of annual international conferences on IHL, will take place in Jerusalem on November 17-18, 2025. The conference will be held in an in-person format, but will also allow, in exceptional circumstances, for online presentations.
